A second recall motion against President Chen Shui-bian failed togain 　 the required support of two-thirds of all lawmakers in a vote in the　　　
　 Legislative Yuan. As the opposition only commands a slim majority in the
　 legislature and as ruling DPP lawmakers had vowed earlier that they would　　
　 boycott the vote, the motion was doomed to fail from the start.　　　　
　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　　
　

立法院會投票表決第二次陳水扁總統罷免案，未達全體立委三分之二同意的門檻，　 　 罷免案因此不成立。由於立法院的在野黨立委僅以極少的席次超越執政的民進黨，　
　 而民進黨立委先前即已放話，杯葛此次投票，所以此次罷免案是一開始即已註定失
